NVOAD Capacity-Building

Developing NVOAD’s organization, structure and capacity to position it to fulfill its mission more effectively and completely.

1. Redefining the local and organizational relationship between NVOAD and State & Local VOADs.

  • Review and finalize legal relationship and structure of NVOAD’s 501©(3) coverage of state and local VOADs
  • Development of a more complete and appropriate "licensing" structure between NVOAD and state and local VOADs, and between state and local VOADs with one another
2. Resource development/funding strategies

  • Clearer definition of the scope of services that can realistically be covered by annual member dues
  • Consideration of a dues system be established with state & local VOADs
  • Requiring a distinct funding/resource plan not dependent on annual member dues for all new services or NVOAD initiatives

  • Assessing needs and options for paid, volunteer and/or in-kind staff for NVOAD in the future, particularly as additional member services are added
4. FEMA/ARC Voluntary Agency Liaison (VAL) Relationships

  • Develop effective mechanisms for close and consistent cooperation between NVOAD and FEMA VALs in the identifying and addressing NVOAD and VOAD issues
  • Determine in collaboration with FEMA and ARC the optimal future direction for VAL staff, structure and scope of activities for the future
VOAD Capacity-Building

Developing the capacity and competencies of state and local VOADs in order to ensure that they are prepared and equipped to fulfill their disaster response and mitigation mission effectively for the future.

1. Develop and institute a strategy for a National Disaster Institute

  • Assess with FEMA and NVOAD/VOAD members the feasibility of developing over time a NVOAD National Disaster Institute
  • If initial feasibility assessment is promising, develop in concert with key stakeholders a more complete "business plan"
  • Identify and analyze training gaps
2. Develop a series of NVOAD training videos

  • VOAD leadership training video
  • VOAD "basic skills" training video series (e.g., running effective meetings, successful partnerships between VOADs and state/local EMAs, etc.)
3. Continued development of the Annual VOAD Leadership Conference (AVLC) to become the premier training event for VOADs

  • Broaden participation of state and local VOAD leadership through strengthening scholarship programs and national member encouragement
  • Develop corporate sponsorship and involvement partnerships as a regular, ongoing part of AVLC planning
  • Strengthening AVLC could encompass the goals of, and lay a foundation for, the National Disaster Institute
  • Certificates of completion are preferable to certification
Program Quality

Achieving and ensuring program quality for VOAD and VOAD member responses to disaster response and mitigation program activities

1. Develop effective mechanisms for VAL-NVOAD-VOAD information sharing

  • Develop quarterly VAL reports as a tool for NVOAD and VOAD management and quality assurance
  • Ask Voluntary Agency Liaisons to capture after-action report and compile best practices
2. Identify, document and disseminate exemplary practices among VOADs

  • Capturing evaluations & lessons learned from VOAD participation in disasters
    • Develop effective mechanisms for FEMA VALs to assist in this
    • Clarify the roles and responsibilities of state and local VOAD leadership for this function
  • Develop useful tools for program evaluation and capturing lessons learned (e.g., generic templates/topical guides/samples; add "Lessons learned component/track at AVLC" )
  • Encourage VALs to meet with state/local VOADs and with state/local Emergency Management Agencies to review draft after-action reports.
  • Develop partnerships with FEMA and with interested academic partners for capturing best/exemplary practices
  • Document exemplary practices in a variety of media (print, Internet, possibly video)
3. Establish common standards for program quality for all participating VOAD members serving disaster survivors

  • Develop field/program protocols for U.S. disaster response (e.g., serving all
  • Develop discreet standards and practices for specific program niches or sectors (e.g., mass care, recovery) as needed
  • Develop an overall code of ethics (standards and practices) for membership. Draw as appropriate from other available examples and resources (e.g., International Red Cross/Red Crescent international standards, InterAction member standards, etc.)
Communications

Developing quality print and electronic, internal and external communications to help

NVOAD fulfill its mission of coordinating, cooperating and collaborating through excellent communications

1. Member Communications --
Develop and disseminate high quality communications materials that add value to NVOAD and VOAD members

  • Produce a high-quality paper and electronic newsletter to educate and update the membership. Production should be at least three times per year
  • Provide public information ("boiler-plate" talking points) for state and local VOADs
  • Assist national members in promoting NVOAD to their own organizations
2. Technology Development --
Leverage available technology to the fullest extent possible in order to provide NVOAD and VOAD members with access to information relevant to their work

  • Continue to expand and utilize the website to educate and update both internal and external participants
  • Continue to expand the list serv membership. For implementation, form a list serv for each NVOAD working committee and/or task force
3. External Communications --
Utilize intentional communications strategies to support the development of NVOAD’s relationships with key external constituencies

  • Encourage communications with IAEM and NEMA
  • Develop public awareness strategy for key constituencies
  • Expand participation from other national members.
  • Encourage NVOAD participation and profile in professional conferences
