1999 President's Report 

This Power Point presentation was presented by Mark Publow on March 16, 1999 at the NVOAD Annual Meeting and ties closely to NVOAD's long range-planning efforts.

VOAD Policy Statement  

Approved by the NVOAD board on September 9, 1999, this statement discusses several issues relating to fundraising and what it means to be non-operational.

Cooperative Agreement

This is the form used to set a three year agreement between NVOAD and State VOADS (of which there are currntly 48).

Policy on Inclusivity

This policy document restates the classes of membership in NVOAD and provides background for membership decisions at all levels of the organization.   Adopted by the NVOAD board at its May 20, 1998 meeting.

Design for Success

This document emerged from NVOAD's long range plan as a tool for defining progress toward the goals of building a stronger VOAD movement.

Emotional and Spiritual Care, An Introduction on Basic Concepts (PDF format) (Word format )

This document seeks to define, in broad terms, emotional care in disaster response and recovery; spiritual care (broadly, again) in disaster response and recovery, share how emotional and spiritual care overlap, share additional ideas and thoughts on emotional care and spiritual care respectively and to offer some basic resources to promote discussion on planning and to hand out these materials as appropriate.

The current National VOAD Long-Term Recovery Manual adopted in January 2004 was updated in October 2006 to better reflect major home repair/construction.  The National VOAD member Roles and Responsibilities matrix was also updated to reflect new members through August 2006.  These comprehensive documents, are designed to assist communities to collaborate effectively in long-term recovery. The manual offers an understandable overview of successful models for organizing Long-Term Recovery structures, along with considerable assistance in functional areas in the form of samples, tools and informative appendices

With new members approved in September 2006 and Federal Legislation signed in October 2006 related to assistance to those affected by disaster we are already in the process of updating our updates. 

We are also in the process of updating our Spanish language version of the manual.

This document is a ranking of the long-range goals and priorities accepted at the 1999 NVOAD Annual Meeting.

VOAD Organizing Manual

This is the most recent draft of a lengthy VOAD document used to establish state and substate VOADs. Member feedback is welcome. Use form at bottom of page. This is a long document.

Organizing Protocols for Community Disaster Recovery

Prepared by the NVOAD Recovery Committee in 1998, this protocol is now available for use.

Paradigm Shift

Paradigm Shift was written and presented in 1992 by former NVOAD President Monte Sahlin. It is a classic and still timely piece, describing developing trends in disaster response.

State of the Movement - March, 1996

This speech was delivered by Michael Bruinooge at the 1996 NVOAD Annual Meeting in Washington, D.C. On the occasion of NVOAD's 25th Anniversary, it finds lessons in the past to guide NVOAD into the future.  

NVOAD/FEMA MOU
